Unhappy IBM T23 Laptop battery will not charge

After D/L the latest battery miser prog from IBM.com, my laptop is not charging either my original battery, nor the new IBM battery that I bought. Everything was working fine until then. I've uninstalled then reinstalled the program. Here is what I checked. I checked the voltage output on the charger and it's 16.49 volts which is the correct output. I checked both the batteries for voltage and they both came back within IBM's recommended range. The battery icon and menu both tell me that the battery is "charging" yet it is NOT charging. I contacted IBM tech support, did a system restore, that did nothing. The batteries will drain while the laptop is on AC power. Once in a while, after a reboot the battery will charge a little bit, then stops charging. Arrrgggg.

    The T23 Li-Ion battery is 10.8 volts.

It can take up to 6 hours (or more) to charge when the laptop is in use on ac power.

16.49 volts seems excessive for the charger outputs - but I don't have the manual and you do so what the heck.

    IMHO anyway.

Yes, if only I knew someone with the same Thinkpad series, I'd try to see if my charger is NFG. That's my next choice as the voltage is correct, but I don't think there is any amperage output as I need another multimeter to check it. Output voltage on my charger, P/N02K6750 is 16 V. So it's within range. It's possible that the voltage is being supplied, but the amperage (diode) circuit is bad and my charger won't put out anymore. Heh heh

The voltage is supposed to be 16v - I know - seems high BUT they probably have that because the current draw when charging AND running is high (2.5 a).

Well, the options are: send for service (NOT GOOD $ wise)

Buy an aftermarket charger (cheaper and can be resold ebay/amazon).

    Your choice.

I had an IBM Stinkpad here that did that, ended up being a component on the board causing it. Had to have the board replaced, at least it was under warranty.
Failure is not an option -- its a "feature" of Windows.
