$25 an hour in major cities?? Ouch, I get more than that here in tiny rural areas.

Around here you get what you pay for. $25/hr - may pay for the gasoline and other wear and tear on your vehicle; but not much else. It may take one tech 2+ hours to achieve the same results as a more experienced tech only 1 hour.

Speaking of vehicles, as a suggestion you might want to require your applicants to provide proof of insurance.

I normally pay the contract techs around $49/hr for small business calls and $42/hr for residential; but then again they have to be A+, and pass a written and "real-world situation" series of tests I create. The billing to the customer is handled through the store and in some cases, the customer may have a service contract which they have so many prepaid service hours.

Wanna PM me those tests for my own ego?
Never, ever approach a computer saying or even thinking "I will just do this quickly."
