swapped it out for what? The same board? Was it a dell replacement? What OS? Is USB enabled in bios? Sure you have all the headers connected correctly?

Did you download all the drivers from Dell?

Disable usb in bios or if not possible in device manager. Reinstall the chipset drivers and then enable the usb again.

trutech, even if the board was a replacement shipped from Dell, it may well not be identical to the board. Dell may have shipped you a compatible board, but with some differences in the on-board USB controllers, and so on. I'd try removing the flagged device in Device Manager, rebooting and letting Windows re-detect the hardware.
