    Welcome to WinDrivers;

    Have you tried a restore point BEFORE the problem?

    You can also try a repair install;

    Go to it, Click on Verify operating system and compatibility to make sure you got the right one for your windows then download the drivers. Save it somewhere you will remember.
    Then go into add remove programs make sure nothing is listed in there for creative sound,if so remove it completely Also Check in device manager under Sound and Video and Game controllers. Do the same there remove anything to do with creative
    Reboot the computer and go to safe mode by hitting the F8 key at boot. Then check in add remove and in device manager for anything thats called creative and remove that as well
    Then reboot regularly and run the file you have download

    Doesn't matter what you think, that's the sound card that's in that dell by the service tag. So click on the little "Verify operating system and product compatibility" That will tell you what version you need
    First link is Windows XP

    Now if you have added a second card after thats different

    Further to my earlier post, before you try a repair install, try a re-install of DX9;

    I have recommended this approach since your error is with a DX driver, not a Creative diver.

    Maybe I am wrong.
