WinXP not recognizing the full amount of memory

I posted an issue last month about having to rebuild my pc due to lightening. Well I just noticed that only 3 of my 4 ghz of memory is registering in the OS.
I checked the bios it sees the full 4 ghz, but winxp does not! My might that be?
    And can I fix it?

Unless you have xp 64bit or vista 64bit you will never get more then 3gb.
