You have a permissions problem.
You are missing users
See this pic
Administrator and SYSTEM should have full contol
Creator/owner should be blank
Users have read and execute,list folder contents and read
Your own name should be blank.
Have you messed with these permissions before?
What permissions are set for your C: drive?

i applied same permissions to E: (copied them from C
but i still cant access partition!!

I suggest that your installation is corrupt. Try adding a new user with administrative rights, log on as that user and try an access the partition. If that doesn't work, then I think you are going to have to reinstall.

i created a new admin account and it cant access the partition too!

You have a corrupt install. I suggest you start again and not use partition magic.
