Freedom without clearly defined responsibility and rules is anarchy.

With those, you have civilization (heavy on the 'civil').

That being said, even companies must be guided by those constraints, and it is one of the responsibilities of elected officials to ensure the freedoms granted to companies do not impact negatively on the freedoms won by, and guaranteed to, the citizenry.

However, since freedom of electronic communication and access isn't a guaranteed item to anyone, don't hold your breath.
