Can Not Install Windows - PCI.SYS

I have searched for this but nothing seems to help me. Because the easy fix for most people is to run the computer with ninimul hardware and it works. Now thats all find but i am getting this in a laptop. I am completely out of options and dont know what else to do. I get this blue screen at the same place as everyone else, right when the initial install says "Starting Windows".
And the HDD is so messed up now, i cant do anything. i tried just starting windows now, i get an error saying something about lsass.exe and the computer just restarts. i cant get into a prompt, i cant get to anywhere. SO my problem is this, its a laptop, cant just throw the HD in another computer, i cant boot from CD, give me PCI.SYS blue screen, and i cant just boot from HDD, problem with lsass.exe. I am lost. Any suggestions? The computer is a dell inspirion 1706 or something like that. hah, has plenty of room. has enough everything. just does not want to cooperate. Thanks in advance for any help.

You could enter the bios and turn off whatever is avaliable in there.
Like sound and network card and serial ports and lpt ports and USB.
Difficult to say whats there and avaliable to change on that laptop.
I think that error may well be a memory failure error as well.
What type of windows install have you tried?
    Restore from the cd's?
Complete format and reload from an XP cd?

Most problems reinstalling Windows are memory related. There are several good, free memory diagnostics you can download. Microsoft's Windows Memory Diagnostic, MemTest86, and GoldMem will all let you create bootable CDs to test your memory.

Lsass.exe errors are frequently malware related (all the way back to the Blaster Worm), so if your memory tests good, chances are your system's infected. It isn't hard to plug your laptop drive into a desktop. Most computer shops sell IDE adapters for laptop drives around $13-15. Personally, I think the best $30 I've spent in a long time was on a Newer Technologies Universal USB drive adapter. If you're going to connect this drive to another system, you need to be really confident that it is well protected or expendable.

pci.sys blue screens on install are often cured by using an XP SP2 install disk and not a plain XP or XP SP1a. Need the service tag to help you more precisely.
Never, ever approach a computer saying or even thinking "I will just do this quickly."
