Go into internet explorer, tools, internet options, advanced tab and in the settings list, disable phishing filter. Does it now stop asking?

If not something is resetting IE each time - you should do a hijackthis log.

My pleasure... however, do you want the phishing filter on or off... currently it is off and you may prefer having it on. You should try enabling it and seeing if it's now stable.

    download hijackthis from here

Do not download to the desktop, download it to My Documents or another folder.

Double click the file once downloaded, then you want to scan and create a log file. It will do a scan then open a notepad file - copy the contents of the notepad file (press ctrl a then ctrl c)

Paste the log file here (split over two or three posts as necessary).

You don't have any nasties, there are a couple of entries which have no files which should be fixed... but you do have Symantec (Norton)... I believe this is the cause of the phishing filter problem. If your Norton version has a phishing filter, then turn off the one in IE as before. If it doesn't, please post which version you are running.
