How Do I Re-enable Low Battery Alerts?

Hi guys! When my laptop battery is about to die, I don't get any low battery alerts, despite enabling alerts in the Power Options Properties. I know I had disabled many services, but I don't know for sure if one of these services affects low battery alerts. Do you guys think it could be one of my services that has been disabled? Please help. Thanks.

You probably turned off tool tips in the task bar properties...
Never, ever approach a computer saying or even thinking "I will just do this quickly."

I remember disabling tool tips a while ago because I don't like balloon tips or pop up texts popping up. Is it possible to disable balloon tips while enabling battery alerts?
