C:\Documents and Settings is not accessibleAccess denied

I have two Win7 computers-ThinkPad X201 and DIY Asus P8Z68/Core i7-and on both I cannot access Documents and Settings and ProgramData\Application Data in Explorer. I get the message in the subject. Both have Kaspersky Internet Security 2011, which is one of the suspects. Turning it off doesn't seem to help, however. Any thoughts?

There is no documents and settings folder in Win7. That was changed over to the c:\users\ folder. I'm assuming these were copied over from another hard drive?
One Script to rule them all.
    One Script to find them.
One Script to bring them all,
    and clean up after itself.

Thanks. In trolling Microsofts support forums, I discovered this and a document that explains junction points and their new destinations.
