Some more info would be nice...Serial or PS/2 mouse, Win 9x or NT/2K, Laptop or desktop system? System spec?
Any conflicts in device manager? Tried a serial mouse in place of PS2 and vice versa? Recent software installs? Current virus checker installed?
Throw us a line buddy...

Clean up her startup. Use MSConfig to disable all non-essential startup apps/utils and see if that doesn't help. Check the virus suggestion as well.

How old is the computer....is there dust in the case by the PS/2 port. Maybe the contacts are bad. Try giving the insides a good old cleaning if nothing else works.

I'm betting she has too much loaded on startup like Sowulo is suggesting, or maybe perhaps a virus ???

could be a variety of things without more info but if it is a usb mouse then i have seen this. or if she has usb devices.
on a board with 4 usb ports all used when device plugged in certain ports all responses where delayed keyboard etc but especially mouse rearrange the order of devices into diff ports resolved. other than that if ps2 possible conflict with sound blaster live try moving card or disabling comm ports to free resources and see effects
