Have you tried a good old fashioned boot disk with tools on it? Include Fdisk and Format just to start off with.
Shut down your system, install the bootdisk and turn it on. The system will boot from floppy. From there you use the fdisk tool to delete the NTFS partition (it'll show up as the "non-dos" partition). Then, you'll create a new one. It doesn't matter how it's formatted at this point. Exit out of fdisk and restart the computer. Now, using the bootdisk again, boot up and format just like normal. When you re-load Win XP, it'll ask you if you'd like to convert the partition to NTFS. Choose whatever makes you happy and you're on your way.
Hope this helps.

I would not use a DOS based utility for making a non DOS partition
If you have XP up and running just right click the drive in "My computer" , then select format and of course select NTFS
I installed XP from scratch on a new HD without using my trust Fdisk , I used what comes with the XP setup to partition my drive and format it
It takes a bit of getting used to
Format c I'm givin er all she's got cap'in !!! )

My apologies if I wasn't clear. The above mentioned portion is that part that will take the brand new partition and turn it into NTFS if you'd like. I suggested to use Fdisk mostly because of the fdisk /mbr command. (I don't know why I didn't mention it in my first reply.) If you use fdisk /mbr it will erase your Master Boot Record. This is a benefit you don't get if you just use the utility from the XP disk to load.
Not to start a pissing contest though...it all comes down to personal preference.

Can you safely convert to NTFS after you've installed XP though?

Of course you can. Just go in "command" and type
convert /fs c: ntfs
I'm not sure about that but just go into the help....good luck.
