You said - "above"? from this picture I can't see any diodes above the chips...

Then most likely it is resistor with zero resistance (it that strip only one and has black color). Check the resistance using multimeter...should be zero Ohm - it's usually used as fuse...

I don't think so. If the Comm Ports are gone, something else may follow soon.
I'd just toss a cheap Duron in it and use it as a file server.

I think he was refering to replacing the board and CPU cheez, but I'm working more and more toward fixing it (it's finding the time and energy)
