You say the desktop connects just fine but not the laptop and that port forwarding is forwarding the proper port.
You can only forward that port to the one IP address and if its set to forward to the desktops IP then you would need to set the laptop statically to that IP while the desktop is shut down in order to have that IP work on the laptop and allow the connection to be forwarded.

But it was working just fine that way before. There is no reason it shouldn't work now.Incoming connections from OUTSIDE went to the desktop IP. Internal connections worked just fine with or WITHOUT the port forwarding enabled.

Ok so its the inside to inside that is not working.
When you reloaded the laptop even if you call it the same thing as before it creates a different guid for the machine try recreating the user for the laptop on the machine giving admin rights and then try a connection.
