What is the easiest/most efficient way to backup Outlook 2003 mail files and contact information?

Outlook has a native backup function. In the File menu, click Import and Export, select Export to a File, click Next, choose Personal Folder File, click Next. The default selection is Personal Folders, click on Include subfolders, click Next, and choose a destination (the directory should match whatever backup device you use) and click Finish. Done.
