OK so that geforce card you have in there is likely to be - 16 MB-SDRAM, nV11 Mx200, 2xAGP, VGA - (Low cost/ CTO requirement to have nVidia brand name.) according to compaq.
So your new card is an 8x card.
You have a compatibility problem There is a clear explanation here
You need an older graphics card I'm afraid. Now, as to why the old card doesn't work. Good question - the motherboard supports (one) AGP (3/4 length or less)(1.5 volt only), the ATI was 0.8V so it didn't draw too much power from the slot. The fact that you don't get any beeps and the pc boots says to me you haven't quite located the geforce card correctly in its slot or you have not connected the cable quite right.

Did you get the new video card to replace the old one after it stop working?
If you have the access, you might want to test both video card in another computer to see if it comes up for either one.

Well Noonoo is telling you that the ATI is probably not working due to compatibility.
I'm telling you if you have the resource verify that the video card doesn't work to eliminate it as a point of failure.
Also based on your original post you're indicating that the original video card seems to have failed resulting in you buying a new video card to begin with.
The only testing that I'm aware of and if I'm reading it wrong I apologies was that you verify that the monitor works with your laptop.
Are you now telling us that you have tested your old video card in another computer and its working?
If that's the case it sounds very likely your motherboard has died on you, IMO.

One question I would like answered: when you start the computer, does the cpu fan start to spin? Actually look at it and verify it does.

Blanker you might have trashed your old video card by not discharging the static electricity in your body before touching the card.
You need to test the old video card in another pc. If it works, good, it means that you didn't fit it in the old compaq properly.
You must also answer CCT's question. He has found evidence that it might be a specialist compaq plug which makes the fan over the CPU spin. If that is not spinning, it may be that the entire computer is not starting up.
You need to check these things carefully. We can only advise you based on the information you give. If that is inaccurate, then the answers we supply won't work.

No the fan works fine, I have already checked that. That makes sense though, that I didnt discharge the static electricity... how do you do that?

Been tied up a bit - so you know for sure what and where the cpu fan is and it spins (because you didn't seem to know the hard drive from the psu earlier now did you?).
Not trying to be mean, but when asked for information, it is appreciated when you actually either give it or ask for clarification.
Has that computer ever had a psu replacement?
Where does the lead from the cpu fan go? To the motherboard? To the psu?
