What does the IP start with?
What broadband modem are you using?
The ip is 169.254.150.119
the submask is 255.255.0.0

The ip 169 start is a bad ip which windows issues when it cannot contact the dhcp server. The dhcp server is nornally embedded in the modem, the router or is provided by the ISP directly.

Edit:im not using a router and the 2 firewalls are off,windows firewall and nforce.
Do you have a DHCP on your network? Do you know the management IP of your router? Have you try static ip entries?

So the modem is connected via the USB cable and not the ethernet cable?
here is the user manual for your cable modem/router

Cable modems is known to bind itself to the first MAC Address that it sees and therefore only allow that device to get an IP Address.
Power down the cable modem (swtich or pulling the plug) for 3-5 minutes and power it back up.
IPCONFIG /RENEW
from the command line or reboot your computer and see if that helps.

And that's why people use routers to overcome the one IP limit.
Hope it works for you.
<edit:added>
If you don't want to use a router just call your ISP and tell them you want to be assign two valid IP addresses to your service for about $5 extra a month.

For those of you who still have a problem, I've found that this driver works:

It's an NVIDIA Lan Controller Driver.
