can't start even in safe mode
I installed a phone tether driver and it Hung during the install.
I tried to restart, but no luck. Any ideas before I have to do a repair install.

Take the offending hardware out and try safe mode?
If you know enough about the file navigation and the offending DLL you could use a live cd for linux and remove/adjust the dll but only if you know what you have to do as any mistake is going to compound the issue.
One Script to rule them all.

Was the phone connected when it hung? If not, maybe it needed the phone connected. I it was, maybe it didn't want it connected. Either way, what was this driver called and which phone?

Also, you can take the new hardware out and try hitting the F8 key repeatedly on boot up, and choose " Last Known Good Configuration " instead of Safe Mode. Good luck!

The app was clockworkmod tether. The phone was connected. I used the option from the phone app to install to pc. I had debugging mode enabled, and selected use as disk drive option. It started to install the driver but stopped half way. I waited then unplugged it. And tried to restart the pc.
The phone is an HTC incredible I.
I tried all the startup options and none worked.

Since its XP and " if " none of the other things work. I would try doing a chkdsk /r

Did you install the HTC sync?
To complete your Tether installation, you must install the manufacturer provided "adb" drivers for your phone that allow it to connect to your PC.
If the above HTC Drivers do not work, please try the following:
Go to the HTC site
Search for your phone using the search box.
Once you find your phone, click Support in the bottom left of the phone's product page.
In the support page, click the downloads tab.
Download the HTC Sync application.
After downloading HTC Sync, start the installation process. You only need to install the USB driver and not the app itself.
I would suggest you contact the author - there is no real support page.
As for your machine, when you try booting to safe mode, does it start listing the driver files? If so, turn on boot logging - find the log file when it's tried and see what the last driver was to load, the next one is the that hangs. You can then boot to recovery console and turn off what ever that was. The machine should then boot after that.
If you need step by step, post again.

In safe mode it lists the files. They go by fast then it goes back to the startup list.
I selected the option for boot logging. It still lists the files
Fast in safe mode. It also won't boot to safe mode with
Command prompt.
How do I see the boot log?
If I do a repair install will that fix it or will it still try to start
The problem file. Isn't safe mode supposed to bypass the driver files?
I did not install the HTC sync.

Safe mode bypasses the non important ones, but it still stumbles over things like firewalls and other devices it deems necessary to boot.
install recovery console and then change directory your windows directory once you have logged into recovery console and copy or ftp the ntbtlog.txt file somewhere you can get to it or display it by using
type c:\windows\ntbtlog.txt |more
The |more bit makes it display one page at a time so it's readable. Oh you may need to set the file attributes so you can see hidden files
attrib c:\windows\ntbtlog.txt -h
Alternatively a repair install will probably work, but you won't know what Windows did to fix itself.

The last driver loaded was:
Loaded driver mup.sys
Did not load driver uniprocessor.pc
What can I do from here?

Seems it's upset the HAL. There should be some other letters in front of uniprocessor.pc - like ACPI or MPS
sc config processr start= disabled
might force a re-evaluation - did you change any bios settings?

I think it was avoid uniprocessor.pc
I didn't change any BIOS.
Should I try
sc config processrstart= disabled

yes, try the command and then see what it sticks on next.
Or try the repair - unless you really want to know what caused it.

I tried the repair. I have xp home, but the system was updated to sp2, so its asking for files from sp2. Do I have to make a slipstreamed cd that has sp2.
Is this the version of sp2 to use

You can do that or you can uninstall internet explorer 7 and/or 8
in recovery console For Windows Internet Explorer 8
CD ie8\spuninst
batch Spuninst.txt
and for Windows Internet Explorer 7
CD ie7\spuninst
batch Spuninst.txt
