Unhappy win 98 icons

On a computer I'm working on some of the icons on the desktop and start menu are missing. They are replaced with the default executable icon. The short cuts still work but the icons are missing. I have tried manually resetting the icons through properties/"change icon" but the shortcuts remain with the default icons.

try booting to safe mode...
open explorer...view...folder options...show all files...
search for shelliconcache and delete it, then reboot normally...this'll force windows to rebuilt the icons
