You cannot restore that file with SFC, as it is a Virus!!!!!!!!
Download the Navidad fix HERE
Save it to a floppy, and execute it on the infected machine........should clear it up!

I had 1 cent everytime this virus got someone <IMG SRC="smilies/smile.gif" border="0">
this is a tricky little thing..
it changes the association of EXE files
to "%1 winsvc.exe"
you can clean it using a DOS anti-virus..
( ftp://147.234.1.253/pub/f-prot.exe )
and then open regedit (from DOS prompt) and change the EXE association to the original..
another way is to rename regedit.exe to regedit.com <IMG SRC="smilies/smile.gif" border="0">
Good luck..

Tell me about it! We were getting that thing in left and right not too long ago!
I just gave him a link to the fix, as i figured it would be easier for the inexperienced user to work with.
If you need to, rename regedit.exe to .com like Condor said, and then edit HKEY_CLASSES_ROOT\exefile\shell\open\command
Change the key so it reads:
"%1" %*
Good luck!!
