Unhappy Defrag - Stimon.exe

My friend told me he had a problem with his computer, he couldn't scandisk or Defrag. Scandisk would get up to 2 blocks then stop and defrag would just show a message changed whatever restarting, and stay like that for hours. I pressed Ctrl, Alt, Del and closed programs down running in the background and when I closed Stimon it ran with no problems. I rebooted and tried again and defrag wouldn't run and then just closed down Stimon and it ran. Microsoft Knowledgebase say's it's something to do with USB scanners, which he's got. But Stimon.exe is a Microsoft file so I can't understand why it's causing this problem.. Any ideas???

I think Stimon.exe stands for still image monitor, I don't know why they have it running, I have a scsi scanner that has this file running with it
Go to Start\run and type msconfig, select the startup tab, uncheck Stimon.exe so it will not load on start up , reboot pc and verify operation of scan disk and defrag
