where can i download the shelliconcache file for win95?

boot to safe mode, go into explorer and view show all files, do a find on it and delete it...reboot to normal mode and it will be recreated

You don't, Windows creates it. If yours is corrupt you delete it in safe mode and windows will recreate it on the next boot.
