I think you have several problems:
a) you formatted the hard drive, which is why you cannot see the cdrom
b) your boot disk does not have cdrom drivers, which is why you cannot see the cd
if neither of these, then please ignore.
1) get this, and make a bootable floppy disk with cdrom drivers
http://tweakcentral.com/bootdisk_2.htm
2) boot with it.
3) put (windows) cd into drive and select cd letter... one hard drive partition, cd will be D:
4) type setup {enter}
proceed with windows install.
if any of this is wrong, please come back with MORE information; and your problem in more detail.
4)
Mr Miyagi, by any other name... (is this sig short enough?)

You can go into your bios settings and make your cd rom the first bootable drive. hit del at the startup screen to enter. Doing it this way allows you to just use your cd rom to install your OS. I imagine that you don't have your OS installed now because you can't!
Make cdrom first bootable and then put OS cd in and reboot! Good luck!

Did you just install the cd burner or cd-rom drive right before you formatted the hard drive? If so, go into system setup and set everything to auto for primary/master primary/slave, secondary/master secondary/slave. see what that does for you. Sounds like you're saying WinMe isn't seeing the drive you're asking for help with. <IMG SRC="smilies/biggrin.gif" border="0">
