Compaq Armada 7400

Original Hard Drive Crashed, and need to install Compaq Partition on replacement drive prior to setup. (Otherwise Bios not accesible) Compaq advise: "Setup from the startup menu is not present when the latest version of Personal Computer Diagnostics 10.40A (SP16085) is installed." and "For older products Downgrading to Personal Computer Diagnostics, version 10.39A (SP12906), results in Setup being included and selectable from the startup menu." However this is not the case, setup is not included on this version either. Can anyone help please?

You didn't say which model of Armada 7400 you have or which version of Windows you're using.
