Winsock2 error 10091 "WSASYSNOTREADY"

I have gotten this error a few times on my network running win95 on clients on a p 2 p network. The sets have winsock2 installed on them i have ran ws2bakup and removed stack and reisntalled still i get this error when that previous diags normally clear other winsock errors. I have found numerous sites talking about this error but the problem is very vauge it says that the " Network subsystem is unavliable." I need to know what the NETWORK SUBSYSTEM... REFRENCES??????? the phisical layer the os please help thanks X
