Post xp start up

does anyone know where to find the link for an optional tcp/ip setting to help XP pro start up quicker, I had it on for awhile but changed settings and didn't write down the ip address.
Anyone follow me?

I fI remember correctly I had to insert the address manually to the TCP/IP.
It wasn't automatically.
