    Post Will not shut down

    when i try to shut down it resarts. only can shut down manualy. every time.
    also some times when i start it up it goes to safe mode option screen plz help
    p4/ 1.6/ 400 mhz fsb/ 512 ram pc133
    windows xp pro.
