Do you have java installed?
Go to windows update first and there is a security update for java run that first.
Then you should check your settings for java, you may have your security too high.

You need to click the icon that says Windows Update when you click Start in Win98. That will take you to Windows update.
There, installing Microsoft Virtual Machine will install Java. IT should activate by itself when you install and reboot.
If it doesn't go to start>Settings>Control Panel>Internet Settings>Advanced> Microsoft VM (virtual machine) and enable the settings there.
....If Java is already installed then the other thing you can do is to go to start>Settings>Control Panel>Internet Settings>Security>Custom Settings and scroll down to Activex and Java settings. Make sure they are enabled for at least the Medium setting.
