Restricting Outlook Express in 2k3 Sessions

Lo again. I cant seem to be able to restrict OE in my 2003 terminal server sessions. Basically I want to remove most of the access bar the ability to send and recieve e-mail. Especially the ability to 'save' e-mail as a file. So far I have managed to remove access to explorer in all forms from the session other than the Outlook Express 'save as...' dialogue which opens a nice helpful explorer windows. Although all the drives are locked out and there is no network access shown they can still save files to the desktop.

I want to remove this ability and close off most of the advanced functions so that the users can literally send, read and print email. No more.

Any clues? Ideally I'd like to set this in group policy but any ideas are welcome.

ok well so far I have found that if you edit out HKEY_CLASSES_ROOT/CLSID/{5b4dae26-b807-11d0-9815-00c04fd91972} in the registry you disable all standard shell menus including Outlook Express. This is great except it also disables the start button. So it looks like I'm needing a hack on Outlook Express's dll's or .exe ?
