Welcome to Windrivers p2theL
HP have some rather good documentation on this sort of thing Have you been through this troubleshooter?
If that doesn't cover the problem there are related ones here
From what you said, it is a simple matter of selecting mic in the playback section of the mixer... this is often disabled because the mic is too near the speakers and results in "howlround" (that nasty squeaky loud noise).
On the internet problem, it may be a restriction of the audio stream that you may not record it... again it is either the settings in the record section of the mixer or you are trying to record something you are not allowed to! What is the link of the audio you are trying to record?
Never, ever approach a computer saying or even thinking "I will just do this quickly."

thank you for responding and help first and foremost
i have gone through both troubleshooting pages and have yet to solve this problem, although the pages were relevant they did not apply to my issues
perhaps if i tell you a little more,it can get resolved
when i pull up my mixer, there are only 2 options, device 'speakers' and application 'windows sounds' ....the mic does not come appear in the mixer when plugged in but if i pull up the mic in the control panel, it registers and jumps everytime i talk but no sound comes out,(ive tried with 3 different mics) therefore the mics work, can it be my sound card?
usually with my other computers there would be an option for "line-in"
im beginning to think this option was left out of vista or perhaps my sound card cannot handle these tasks
if you can help me any further it would be deeply appreciated
thanx

Given that one of those should have worked... I am thinking that it's something related... so wandering around I found this tip
Other people got it working by setting up speech recognition and using the setup wizards - there is a tutorial here
