USB Intel Camera w/ Win98 SE

I am running Windows 98 SE and an Intel Create & Share USB Camera. The driver installs and the camera works for approx. 15 seconds, then freezes up. The camera cannot be used until reboot has done. I have formatted and reinstalled Win98 several times. And ideas?
