CD-ROM misreading letters next to "O"

When I get the directory of my CD-Rom (Win 3.11 and DOS with Mitsumi 2x) then on some names the letters next to "O" are read as "O"
Example: PHOTOS becomes POOOOS etc.
Any Ideas why?
