You'll never find drivers for it for anything other than DOS. Windows ME was developed 9 years after that card was. 9 years in the computer industry is like a century compared to anything else.

You should pick up a new inexpensive NIC instead. If you still need the coaxial connection, you might look for a used 3com card on www.ebay.com (http://www.ebay.com) .....
