Only partial sounds

Soundblaster 16 - in Win98. It was working.
Now it doesn't play complete .wav files like the basic Window sounds....chimes, tada, etc. You only hear may 1/3 to 1/2 of the file. BUT the CD plays music just fine. Ran the Directx. It appears that it is primarily the 44Khz sounds that aren't coming through. We updated drivers installed. Switched speakers, but problem still there. Any ideas?

Same problem with Win 98SE. Sound stops. Have to reset to get it back. Direct X diagnostic says: sound card used by other program. Which one????? Ctrl+Alt+Del doesn't say very much about that....

I'm also having this exact sort of problem with my Soundblaster AWE64. If anybody has a solution for this particular problem, I would greatly appreciate it if you would inform us on how to fix this.
