Does anyone know if Windows 98 or XP has native drivers for this ISA video card, or if the Windows 95 drivers on the Trident site will work in 98.

You can tell what year a Trident card was designed by the first two digits in the model number. In your case, your card was designed in 1989. That's 12 years ago. Because this card is so old, Trident has abandoned support for it and there are no new drivers available. And they say so on their site. Because the card is so old, it doesn't support VESA standards and other common features found on today's video cards.
My advice: buy a new video card. As far as I am concerned, you shouldn't be using ISA devices with XP.
