There are many of us that still need this driver. Any help would be greatly appreciated.

I got the driver to load; but the ID said that it was a PCI Winmodem; but W98 loaded the PCI Modem drivers. I downloaded the V90 upgrade fron 3Com, since the USR site file would not download. This upgraded the 33.6K modem to V90 56K, and the 56K files were recognized by W98; but there was no dial tone going to the modem. If I would checked the phone line jacks from the beginning I would have noticed that there was no dial tone. The modem is bad.
Buyer beware, do not buy from flea market verdors, if you cannot return the item that is found bad.
A second modem that I bought from the vendor locked up the system when it was installed. It was bad too.
