can't access BIOS

I having trouble to access BIOS to my Compaq Armada 4160T notebook when I pressed F10.

It won't do nothing..

Now I can't access into the notebook, it was set for floppy diskeetes first.
Any way I can log into BIOS or just have some program load on to a floppy will format my OS, and set it to Cd-Rom so I can installed new OS?

F10 only works for 2 seconds when the cursor flashes on the top right hand side of the screen as it's booting.

here is the manual for it (http://h200007.www2.hp.com/bc/docs/support/UCR/SupportManual/TPM_228988-003_rev3_us/TPM_228988-003_rev3_us.pdf) I am not sure that this model is capable of booting from CD rom.

If you just want to reload windows, do you have the version that has both cd and floppy drive, or do they have to be swapped?
