giga-byte 686 BXD, Post error, need help

When building this system the machine crashed and now completly fails to boot.

Problem:
floppy drive does not initialise, so can not use utils or boot disk.

video does not initialise so can not see Post errors.

Post beeps: long repeating beep, (very annoying)

This system is a dual PII 400 with 128MB pc100 ram ,with SCSI CD-RW, SCSI HDD, Voodoo Banshee, Sounblaster live 256, Belinia 17" moniter.
Award web site says the only current Post beep is for video fault (one long and two short beeps)and any other beeps are "probably" a Ram issue.
I would welcome any support.
