Question opti 82c933 fuzzy wave sound (athalon-win98-dx7.0

I have athalon chip, win 98,directx7.0.
finally got opti 16 82c933 to work after disabling quick boot.
I have ati all-in-wonder plugged into on board cd music connector and it has worked all along .I also am running fast cap board, for a while cap board was running send 9933 driver now i have all the functions working accept wave sounds and cybersynth are crackly ,when i turn slider on wave table down sounds stop but led continues to overmodulate. The only way to turn off Led on wave meter is to enable mute button
I put other c drive in ,opti works to say the most 1 out of 100 times. i have exausted all my resources on the matter.any help at all would be greatly appreciated.
iwould like to know how to get my wave sound not to be crackly, choppy and not over modulated
