AOC 5EA Screen blanking

I work at a small hospital. We get all our PCs from all local vendor with pretty much identical configurations. All of our monitors are AOC 5 E A. In the latest group of monitors that we've gotten I've noticed a number of problems, and I'm not quite sure what's causing it. basically everything appears fine but on a regular basis the screen will blank out for fraction of a second. I have multiple monitors that all seem to be exhibiting the same behavior. All the machines are running Windows 98, and I believe they all auto detected the monitor. I have one monitor that you can actually see the scan line.
If anyone has any thoughts and appreciate any comments.
