usr 14.4 for win 3.11

Looking for a driver for US Robotics 14,400
modem to run on a windows 3.11 platform with 500 MB HDD

You shouldn't need a driver to run a 14.4 on Windows 3.1, you should be able to set the jumpers to an open COM port and install some communication software package and be up and running.
