Sportster 56K Ext

I have a Sportster 56K external modem. Up until January this year I had been able to connect with my ISP consistently at 49k. When I started my account again, I am only able to connect at 31.2 k. I have tried reloading drivers and even tried a few of the strings to try to boost my speed. I have called tech support at my ISP and they say it is the phone line. I called the phone company and they say the line checks clean. Is there anything I can do as far as drivers or any programming that may boost my speed back to where it was in Jan. Any and all replies are welcome. thanks.
