web excel ext. modem 56k, hook up at 14.4..help

I have an external model from webexcel, it says velo net on the outside of the box also. The model is supposed to be a 56k modem. But with the correct drivers for the modem, I can only connect at 14.4...really sucky. But If I put in just standard modem drivers...it says I'm getting 115.2 which I know I'm not, I'm getting areound 56k...but playing games is laggy. Anyone know of an init string or better drivers to download?

m3220n(md5650) says that on the box...
