Question ati rage ii c agp nt drivers-inf?

I have a new Celeron 433 HP Pavilion 4540 with an on board Ati Rage II C Agp. I have installed NT 4.0 Workstation [instead of the 98 that it came with]. I can only get 16 colors etc now and its horrible. I have downloaded the associated nt .exe driver off the ATI web site and it seems to do nothing at all. My computer is requesting an .inf type file in the display>settings>display type>adapter type>change>change display>locate file box. The driver that I have is .exe and after installing it, restarting etc, as I said does nothing. Is there an .inf file somewhere that I can get or is there another solution??? I would greatly appreciate any help asap-this is driving me crazy.
