Question help with an old VL Bus video card

Installed Win98 onto an old old AMD DX4-100 PC (with 3x VL BUS Slots)
all went well, bar an Avance Logic ALG2228 VL Bus video card. For some reason (even with the latest ALG2301 Drivers - which are what Avance says to use) win98 SE keeps refusing to recognise the card.
the motherboard is (I think) a Mycomp PAT48PG4 with an Opti chipset. There is only a D-Link DSN 16CT network card and a Multi I/O card (controlling HDD/FDD/Serial,Parallel).
I have tried changing the VLB slot it is in, but no go. Help anyone???
