please help me to solve this big problem

Hi I'm a new member and I need your help to solve this big problem so please don't turn me down:
1. Domain. Domain.Local is our 2000 mixed domain. We had 2 domain controllers:
 The first is " server" with 2000 windows server and having the 5 master operations ( because it is the first Domain controller in the domain).
 The second is " server 2" with 2000 windows server.

We have upgraded the second Domain controller( server 2) to win 2003 server, and later we have upgraded the first Domain Controller ( server) to win 2003 server But the domain was maintained as 2000 mixed mode.
We didn't do "raise domain functional level" to win server 2003.

Now , the first domain controller (server) has crashed due to hardware problem, I have reinstalled win 2003 enterprise server on " server", but every time I run the Dcpromo wizard I got this error :
Error - This Active Directory installation requires domain configuration changes, but whether these changes have been made on the domain controller server2.DOMAIN.DOMAIN.local is undetermined. The installation process has quit. (2)

The problem is that I'm trying to install win server 2003 in a "2000 mixed domain".
I can't run Adprep/forest or /domain, neither do raise domain functional level because the operation master server is down.

Now I have: 2000 mixed domain with one 2003 Domain controller.

My question:

if I reinstalled on "server" win 2000 server , and when I run Dcpromo on this win 2000 server, will data be replicated safely between the old 2003 domain controller and the new 2000 server?
If yes , can I give this 2000 server the 5 master operation roles????
If I can give win 2000 server these roles, I will upgrade it to 2003 server, and will Raise Domain Functional level later and the problem will be solved)
