I have changed the following in my BIOS and now my computer is stuck on the OEM logo when first powered. I tried a startup disk. Drive A: read it but nothing happens. I enabled the "USB Legacy Support".
Is there a way to startup my computer?

Jeff,
The only reason to enable USB legacy support is if you have a USB mouse or keyboard. What you can do is find your motherboard manual, and follow the instructions for clearing the BIOS. You'll then have to go in and put in your own settings.

You need to reset your BIOS. Look for a jumper on the motherboard that saya "Clear CMOS" or something similar. Change the jumper over, turn on, turn off, replace jumper to original possition and turn back on. Fixed.
IF unable to locate the clear CMOS jumpers, remove the CMOS battery from the motherboard for a few minutes and re-install.
Cheers
