I want to disable/hide the following options so other users can't access:
1. control panel
2. run and find
3. Setting
4. Display properties
Are there any ways to do that? Or do i need 3rd party software?

System policy editor which is on the NT CD can do just these things. It is not installed but can be copied down to a floppy to be used as needed. It is not difficult to set user policies.
hummmm May I edit policies over a Peer-to-peer Network using Nt4.0 workstation Only? (without Nt 4.0 server?)

Windows NT Workstation CD does not have system policy editor. It is available only in Windows NT Server CD. This is stated in Windows NT Workstation Help Files.
If you want to do things you mentioned then go to http://www.regedit.com
However, be VERY,VERY,VERY CAREFUL with registry editing. Good Luck!
