Working on an older machine,166mhz 32mg ram,2gighd
win95 b .On a us robotics modem you install the drivers first ,then shutdown and install the modem..easy.but when i check the modem in the control panel,I keep getting make sure the modem is connected or turned on error.after 10 tries of uninstalling and reinstalling,figured its just a bad modem,even though its new..so tried a new one and i get the same thing..even tried different pci slots.. I also checked the bios settings a few times and tried different configurations,same error...Any suggestions?

hardware modem you want to
1. set its jumpers so that it does not conflict with current system com ports.
2. Install modem, let windows detect/setup new com port.
3. Then go to modems in control panel and detect then install drivers for said modem.

It's not a WinModem, is it?

I would guess you are at the minimum specs for a winmodem. Even a cheap hardware modem is going to perform better than this USR in a 166.
in either case I have never installed modem drivers first, some usb devices I have, but not modems.
So i still say clean up all old drivers installs, shut down install modem and when windows finds new device let it install the drivers
may even try new drivers from...
